well, it depends what it’s hooked to- if you recall he used it to retrieve hero once (yes, what a shining moment of good child handling that was), so if he hooks something light then the cane still just returns to him, but if it’s hooked to a solid object or something that’s heavier than he is then he goes to it

I don’t think I had a specific Doctor in mind but there certainly is a WHO influence in RGB! other inspirations include Bert from Mary Poppins, Mary Poppins herself, Number 6 from The Prisoner, and Anubis, to name but a few!
